After much searching and emails, I have finally got hold of the appeal letter that the Club have submitted to the Planning Inspectorate.

APPEAL

Erection of NO. 1 dwelling on part of Fillongley Social Club's site.

An appeal has been lodged with the Planning Inspectorate in respect of the above proposal. The appeal is to be decided on the basis of an exchange of written representations and a site visit by the Inspector.

Any further comments must be made in writing no later than 14th June 2013 or via the Online Appeal Service at www.planningportal.gov.uk/appeal  the reference is APP/R3705/A/13/2196766

Please do not send further comments to NWBC as the matter is now out of their hands.

Planning Application

We have just returned from the Planning Committee Meeting of NWBC where Emma Jones from Church Heights made a great speech about why we did not want to see the proposed building put up in Ousterne Lane.  Well done and thank you Emma.  Leisure Concepts also had the opportunity to speak on the Club's behalf.

Oh and by the way, during the Leisure Concepts speech the guy said that the club needs the funds to develop the existing site to provide 12 houses and to relocate the club - well that was news to us - and I expect the club members.

Anyway the decision of the Council was unanimous .......................................

Of course this may not be the end - the Club could appeal.

Well done and thanks to all the objectors.

Council Report

The Agenda for the planning meeting of 11th March has just been published and I thought I would share with you an excerpt from that document regarding the planning application for the Social Club.

Recommendation
That planning permission be REFUSED for the following reasons:
i) The proposal would lead to moderate harm to local heritage assets – namely
the loss of views of the rear elevations of the Coventry Road frontages within
the Conservation Area and the impact on the setting of an adjoining Grade 2
Listed Building. It is not considered that there are public benefits to the
community arising from this proposal that outweigh this harm – it is not for an
affordable home and it is not essential to the provision of housing in the
settlement. As such the proposal does not accord with saved policies ENV15
and ENV16 of the North Warwickshire Local Plan 2006 and the requirements
of the National Planning Policy Framework 2012.
ii) The proposal would have a material impact on the residential amenity that
occupiers of neighbouring occupiers might reasonably be expected to enjoy
as well as those of the future occupiers of the house. The proposal would
have a significant visual and prominent impact on Alpha House as well as
reducing light due to its size, its location and its proximity bearing in mind the
small rear garden of that property and its lower ground levels. The proposal
would also directly overlook the rear garden of Church Heights due to its size
and proximity to that property. The proposed rear garden to the property is
small and would be in shade for much of the day. As such this harm would
not accord with the requirements of saved policy ENV11 of the North
Warwickshire Local Plan 2006 and the requirements of the National Planning
Policy Framework 2012.

March Planning Meeting

The date for the NWBC March planning meeting is Monday 11th March, so we will keep you updated accordingly.


Update

I have today received and email from Jeff Brown regarding visiting Alpha House to assess the impact of the proposed building on the premises.  In that email he states that:-

"The application for the new dwelling at the Social Club is likely to be referred to the March meeting of the Council’s Planning and Development Board"

If you want help, what I have submitted is shown below.
Revised Planning Application Ref: PAP/2012/0394
I am writing to object to the planning application above.
The revised drawings submitted do show some changes in design, however my objections raised in my original letter of 24th August 2012 have not been addressed.
The particular points I would like to reiterate are:-
  1. The proposed building obscures the view of two listed buildings (Grade 2 and Grade 2*), particularly Alpha House.

  1. The proposed building is not “affordable housing” it is a speculative development for which there is little or no demand. There were 15 one, two or three bedroom properties for sale in Fillongley as at 7th February 2013 (Zoopla.co.uk). Furthermore there is no need for further affordable housing in Fillongley when the Council is already able to house even single, working, men.

  1. The proposed building does not respect its surroundings, the surrounding buildings are not predominantly timber clad and certainly not in dark grey.

  1.  The proposed development would deprive Alpha House of light during the afternoon and evening as with the slope of Ousterne Lane  it would stand some 6.7 metres  higher than the ground level at the back of Alpha House to the west side of the building.
The proposed building would be denied any light at all in its miniscule garden as it is surrounded by walls at least 2 meters high on all sides and is north facing.
The proposed building would not have any natural light from noon onwards as there are no windows to the west of the building.

  1. The proposed development means that the Steward’s vehicle and those of his/her family will no longer be in view of the occupants and will therefore be vulnerable to theft.

Reference to the actually planning policies can be found in my original letter to yourselves of 24th August 2012.

My other comments raised in that letter have also not been addressed and I would ask that you take my original letter in consideration of my current objection.

Objections

Here is a copy of the letter that Iain has submitted - obviously it refers to his original letter so you may wish to amend it to suit yourself.  Mine will be much more long-winded but will be posted here today.


"Dear Mr. Brown,


Re.: Planning Application reference PAP/2012/0394, Fillongley Social Club.

I am writing to object to the above amended application.

Whilst the roof line of the new proposed building has been slightly lowered it still does nothing to address the issues I raised in my last letter dated 21st August 2012

The drawings of the new proposed building show significant areas of wood cladding on three of the elevations which is not in keeping with properties in the area. Bizarrely it is also indicated that these would be painted “dark grey to match timber of the adjacent listed building”, there are no areas of  Alpha House painted dark grey let alone any significant areas of wood panelling.

In brief the objections that I raised on the 21st August 2012 still apply.

Revised Planning Application

Hi all you interested people out there.

Fillongley Social Club have submitted revised plans for the property they propose to have built on the land at the bottom of their car park.

You can find all the new files attached to their original application - look for the ones dated 24th January 2013 - this link is to the right of this posting.

However in summary, all they have done is to revise the format of the house - which is now called "A Cottage" and submit the plans for the house.  There is nothing about how this addresses any of the issues raised.  We will of course be looking at this in detail and will be posting on here.

However, here's a couple of drawings to whet your appetite, particularly about the view when approaching Fillongley via Ousterne Lane.

Decision Pending

Just a quick update - not much to report.

I have received an email from NWBC saying:-


"We are still waiting to hear from the applicant as he has now requested time to re-consider his whole proposal. I understand how frustrating this is but we do normally allow an applicant time to consider the principle of his application.
"We will let you know what happens, but I’m not expecting any news soon."

So, no definite news for the new year, but I'll post again if I hear anything.
